We developed the new dia.gov.cz web portal on the Sulu CMS platform. We replaced the outdated WordPress, implemented the gov.cz design system, and built the foundation for future development including semantic search and microsite management. The project marks the first deployment of Sulu CMS in Czech public administration.

Why DIA needed

a new portal

The Digital and Information Agency is a key institution for the digitalization of Czech public administration. Its original website ran on WordPress, which could no longer meet growing demands for security, content management, and integration with other government websites.

WordPress didn't allow for easy implementation of the gov.cz design system, native multilingual support, or microsite management for other agency sections. DIA needed a modern CMS with an architecture ready for future expansion, including semantic search.

We mapped the agency's requirements, designed the technical architecture, and chose Sulu CMS as the open-source foundation for the portal. The key criteria were extensibility and compliance with public administration requirements for security and accessibility.

For the DIA portal, we chose Sulu CMS an open-source content management system built on PHP and Symfony. Unlike commercial CMS platforms, Sulu offers full control over the codebase, no licensing dependencies, and an active community that delivers security updates within days.

Sulu natively supports multilingual content, structured pages with custom templates, and granular access rights management. These are features that public administration requires and that on WordPress would mean dozens of third-party plugins.

This is the first deployment of Sulu CMS in Czech public administration. The DIA editorial team gained a modern content management environment that doesn't require a developer for routine editorial changes.

The gov.cz design system

in practice

The dia.gov.cz portal is built on the gov.cz design system the unified visual standard for Czech public administration. It defines typography, colors, components, and accessibility rules to ensure government websites look consistent and work for all users.

We integrated the complete design system component library into Sulu CMS templates. Editors build pages from pre-made blocks that automatically comply with both visual guidelines and WCAG accessibility standards.

The result is a portal that visually and functionally aligns with other public administration websites. Users navigate it intuitively because the navigation and page layout follow familiar patterns from other government sites.

Content migration

and multilingual support

We migrated all content from the outdated WordPress website to Sulu CMS. The migration included hundreds of pages, documents, and media files that needed to be remapped into the new content structure while maintaining all URL redirects.

Sulu CMS brought native multilingual support. The editorial team manages both the Czech and English versions of the portal from a single interface, with a clear overview of the translation status of individual pages. Each language version has its own SEO metadata and can have a different content structure.

The first phase took 4 months. We delivered the portal on time and on budget, from January to April 2025. The architecture is designed for expansion with semantic search and microsite management for additional public administration sections.
